First i grabbed a reference from Google Street view
First thing i did was make a modular model of one of the more interesting part of my scene
I then slowly modeled and built my scene in Maya so that i know what it would look like. While modeling i was also UV'ing it, fixing my pivot points and exporting them out as FBXs for texturing.
